Abstract

Konflik Israel-Hamas merupakan konflik yang kompleks dan merupakan konflik yang berlangsung dengan jangka panjang serta belum berakhir sampai sekarang. Dikarenakan adanya faktor sejarah yang terjadi dari beberapa dekade serta sampai sekarang tidak ditemukan sebuah solusi yang efektif untuk meredakan konflik tersebut, konflik Israel-Hamas merupakan konflik yang paling berpengaruh dalam aspek keamanan regional di Timur Tengah, beberapa negara dan organisasi seperti PBB telah berupaya untuk meredakan konflik tersebut dengan gencatan senjata dan upaya lainnya guna menghentikan konflik tersebut secara penuh, tetapi upaya tersebut masih belum membuahkan hasil. Amerika Serikat merupakan sekutu terbesar Israel dan sampai sekarang telah membantu Israel dalam bentuk bantuan militer yang menguntungkan Israel dalam konflik Israel-Hamas, Meskipun telah mendapat kritik luas dari masyarakat internasional, dukungan Amerika Serikat terhadap Israel tetap menjadi pilar dalam kebijakan luar negeri Amerika Serikat terhadap Timur Tengah. Kajian atau skripsi ini bertujuan untuk menelaah lebih lanjut tujuan Amerika Serikat tetap bersikeras dengan posisinya yang pro-Israel walaupun mendapatkan kecaman serta kritik dari berbagai negara serta pihak internasional. Kajian ini dilandasi dengan Teori Pengambilan Keputusan Luar Negeri, dimana merupakan pengambilan keputusan dan perubahan kebijakan suatu negara terhadap negara lain, serta menggunakan landasan konsep Policy Influencer, yang merupakan pengambilan pengaruh pada proses kebijakan dengan tujuan mengubah hasil kebijakan. Terdapat metode penelitian yang digunakan untuk meneliti kajian di mana penulis meggunakan metode kualitatif yang dilandasi dengan data primer dari wawancara, serta data sekunder dari jurnal, artikel, berita, serta data-data lainnya yang diperoleh dari sumber yang sudah tersedia. Kajian ini diharapkan dapat menelaah lebih lanjut mengenai tujuan kebijakan Amerika Serikat yang pro-Israel terhadap Israel-Hamas walaupun berada di tengah kecaman global. / The Israel-Hamas conflict is a complex conflict and is a long-term conflict that has not ended until now. Due to historical factors that have occurred for decades and until now no effective solution has been found to ease the conflict, the Israel-Hamas conflict is the most influential conflict in terms of regional security in the Middle East, several countries and organizations such as the UN have tried to ease the conflict with a ceasefire and other efforts to stop the conflict completely, but these efforts have not yet yielded results. The United States is Israel's largest ally and has so far helped Israel in the form of military assistance that benefits Israel in the Israel-Hamas conflict, Although it has received widespread criticism from the international community, US support for Israel remains a pillar of US foreign policy towards the Middle East. This study or thesis aims to further examine the purpose of the United States to remain adamant with its pro-Israel position despite receiving criticism and criticism from various countries and international parties. This study is based on the Theory of Foreign Decision Making, which is the decision-making and policy changes of a country towards another country, and uses the concept of Policy Influencer, which is the influence on the policy process with the aim of changing policy outcomes. There are research methods used to research the study where the author uses a qualitative method based on primary data from interview and secondary data from journals, articles, news, and other data obtained from available sources. This study is expected to further examine the objectives of the United States' pro-Israel policy towards Israel-Hamas even though it is in the midst of global criticism.
