Abstract

Penelitian ini membahas strategi Divisi Hubungan Internasional Kepolisian Republik Indonesia dalam menangani kejahatan transnasional, khususnya terkait dengan kasus narkotika dan terorisme, dalam kerangka kerja sama internasional melalui rezim International Police (Interpol). Kejahatan lintas negara seperti perdagangan narkotika dan aksi terorisme telah menjadi tantangan serius bagi negara-negara anggota Interpol, termasuk Indonesia. Penelitian ini bertujuan untuk menganalisis bagaimana Divhubinter Polri sebagai perwakilan National Central Bureau (NCB) Interpol Indonesia merespons ancaman tersebut dengan memanfaatkan berbagai instrumen kerja sama global, seperti red notice, joint operations, mutual legal assistance (MLA), dan pertukaran intelijen. Pertanyaan penelitian yang diajukan adalah: Bagaimana strategi Divhubinter Polri dalam menangani kejahatan narkotika dan terorisme? Berdasarkan permasalahan tersebut, hipotesis yang dikembangkan dalam penelitian ini adalah bahwa strategi Divhubinter Polri dalam menggunakan notices sebagai instrumen kerja sama internasional berperan penting dalam memperkuat penindakan terhadap pelaku kejahatan transnasional, meskipun dihadapkan pada sejumlah tantangan hukum dan operasional. Kerangka konseptual yang digunakan mengacu pada konsep kejahatan transnasional, rezim internasional menurut Stephen D. Krasner, dan pendekatan keamanan komprehensif dari Barry Buzan. Hasil penelitian menunjukkan bahwa Divhubinter Polri memainkan peran sentral dalam menjembatani kerja sama Polri dengan institusi penegak hukum internasional, baik secara bilateral maupun multilateral. Dalam menangani narkotika dan terorisme strategi mencakup penggunaan sistem notifikasi, pelatihan personel, serta pelacakan dana ilegal. dan pertukaran data intelijen. Penelitian ini juga mengidentifikasi sejumlah kendala, seperti hambatan yuridis dalam proses ekstradisi, perbedaan sistem hukum antara negara, serta keterbatasan kapasitas teknis dan SDM. Oleh karena itu, dibutuhkan penguatan kelembagaan, dan harmonisasi kebijakan nasional dengan norma-norma internasional. Penelitian ini diharapkan dapat memberikan kontribusi teoritis dalam pengembangan studi hubungan internasional, serta kontribusi praktis bagi pembuat kebijakan dan aparat penegak hukum dalam merancang strategi yang lebih efektif dan adaptif terhadap dinamika kejahatan transnasional. Kata Kunci: Divhubinter Polri, Interpol, sistem notifikasi, kejahatan transnasional, rezim internasional / This study discusses the strategies of the International Relations Division of the Indonesian National Police in handling transnational crimes, particularly those related to narcotics and terrorism, within the framework of international cooperation through the International Police (Interpol) regime. Transnational crimes such as narcotics trafficking and terrorism have become serious challenges for Interpol member countries, including Indonesia. This study aims to analyze how the Indonesian National Police's International Relations Division, as the representative of Interpol's National Central Bureau (NCB) in Indonesia, responds to these threats by utilizing various global cooperation instruments, such as red notices, joint operations, mutual legal assistance (MLA), and intelligence sharing. The research question posed is: How does the Indonesian National Police's Divhubinter strategy in handling transnational particularly in cases of narcotics and terrorism? Based on these issues, the hypothesis developed in this study is that the Indonesian National Police's Divhubinter strategy in using notices as an instrument of international cooperation plays an important role in strengthening the prosecution of transnational criminals, despite facing a number of legal and operational challenges. The conceptual framework used refers to the concept of transnational crime, the international regime according to Stephen D. Krasner, and Barry Buzan's comprehensive security approach. The results of the study show that the Indonesian National Police's Divhubinter plays a central role in bridging cooperation between the Indonesian National Police and international law enforcement institutions, both bilaterally and multilaterally. In addressing narcotics and terrorism, the strategy includes the use of notification systems, personnel training, illegal fund tracking, and intelligence data exchange. This study also identifies a number of obstacles, such as legal barriers in the extradition process, differences in legal systems between countries, and limitations in technical capacity and human resources. Therefore, institutional strengthening and harmonization of national policies with international norms are needed. This study is expected to contribute theoretically to the development of international relations studies, as well as practically to policymakers and law enforcement agencies in designing more effective and adaptive strategies to address the dynamics of transnational crime.
