Abstract

Skripsi ini mengkaji tentang implikasi keanggotaan Australia dalam kemitraan AUKUS, dengan salah satu pilar utamanya adalah pengembangan dan akuisisi kapal selam bertenaga nuklir oleh Australia. Kebijakan ini memunculkan kontroversi dan kekhawatiran yang signifikan, terutama karena kawasan Pasifik Selatan secara historis telah menetapkan dirinya sebagai Kawasan Bebas Senjata Nuklir (South Pacific Nuclear Free Zone) melalui Traktat Rarotonga. Keberadaan teknologi nuklir, meskipun bukan senjata nuklir secara eksplisit, tetap memicu respons negatif dari negara-negara Pasifik Selatan yang memiliki sensitivitas tinggi terhadap isu-isu nuklir. Hal ini tidak dapat dilepaskan dari latar belakang historis kawasan tersebut yang menjadi lokasi uji coba nuklir oleh kekuatan besar seperti Amerika Serikat, inggris dan Prancis, yang meninggalkan dampak koersif dan berkepanjangan, khususnya terhadap lingkungan dan kesehatan masyarakat lokal. Oleh karena itu, keterlibatan Australia dalam AUKUS dipandang oleh sebagian negara di kawasan sebagai potensi bentuk pelanggaran terhadap semangat non-proliferasi dan sebagai langkah yang dapat mengganggu stabilitas strategis serta kepercayaan regional. Untuk menyelidiki implikasi dari bagian itu, peneliti menggunakan teori regional security complex, konsep persepsi ancaman dan perjanjian internasional dengan metode Kualitatif analisis deskriptif serta teknik pengumpulan data melalui wawancara dan dokumentasi. Penelitian ini menemukan bahwa keanggotaan Australia dalam AUKUS berimplikasi terhadap free nuclear movement di Kawasan Pasifik Selatan, dengan implikasi kekhawatiran terhadap pembuangan limbah nuklir dan perlombaan senjata serta militerisasi kawasan. / This thesis examines the implications of Australia's membership in the AUKUS partnership, with one of the main pillars being Australia's development and acquisition of nuclear-powered submarines. This policy has caused significant controversy and concern, especially since the South Pacific region has historically designated itself as a South Pacific Nuclear Free Zone through the Rarotonga Treaty. The existence of nuclear technology, although not an explicit nuclear weapon, still provokes a negative response from South Pacific nations that have a high sensitivity to nuclear issues. This cannot be separated from the historical background of the region which has been the site of nuclear tests by major powers such as the United States, Britain and France, which have left a coercive and prolonged impact, especially on the environment and local public health. Therefore, Australia's involvement in AUKUS is seen by some countries in the region as a potential violation of the spirit of non-proliferation and as a move that could undermine strategic stability and regional confidence. To investigate the implications of this section, the researcher used the theory of regional security complex, the concept of threat perception and international agreements with qualitative methods of descriptive analysis as well as data collection techniques through interviews and documentation. The study found that Australia's membership in AUKUS has implications for the free nuclear movement in the South Pacific region, with implications for concerns about nuclear waste disposal and the arms race and militarisation of the region.
