Abstract
Minimnya keterwakilan perempuan dari PDI Perjuangan pada Pemilu 2024 menjadi permasalahan utama yang diangkat dalam penelitian ini. PDI Perjuangan merupakan peraih suara terbanyak dan memiliki kepemimpinan perempuan di tingkat tertinggi. Meskipun UU Nomor 7 Tahun 2017 mengatur kuota minimal 30% calon legislatif perempuan, PDI Perjuangan hanya mampu mencapai 24,5% keterwakilan perempuan dari total kursinya di DPR RI, yang menunjukkan adanya kesenjangan antara komitmen politik dan realisasi representasi gender. Penelitian ini bertujuan menganalisis upaya dan kendala yang dihadapi PDI Perjuangan dalam memenuhi kuota tersebut. Metode yang digunakan adalah pendekatan kualitatif dengan desain studi kasus. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi, studi pustaka, dan dokumentasi. Teknik analisis data menggunakan model interaktif dari Miles dan Huberman, meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa PDI Perjuangan telah melakukan upaya melalui retorika kesetaraan, promosi kesetaraan seperti kaderisasi dan pelatihan politik, serta jaminan kesetaraan melalui kebijakan kuota internal. Namun, implementasinya masih terbatas, tidak merata, dan belum mampu mendorong keterpilihan caleg perempuan secara efektif. Faktor internal seperti lemahnya kaderisasi, penempatan caleg perempuan yang tidak strategis, dan minimnya anggaran menjadi hambatan utama. Sedangkan secara eksternal, budaya patriarki, persepsi publik yang bias gender, dan mahalnya biaya politik menjadi tantangan besar. Temuan ini menegaskan bahwa keberhasilan kuota keterwakilan perempuan tidak cukup hanya dengan regulasi, tetapi membutuhkan transformasi struktural dalam tubuh partai. Kata Kunci: Keterwakilan Perempuan, Partai Politik, PDI Perjuangan, Pemilu 2024, Feminising Politics. / ABSTRACT The low representation of women from the Indonesian Democratic Party of Struggle (PDI-P) in the 2024 General Election is the main issue addressed in this study. Despite being the party with the highest votes and having female leadership at the highest levels, PDI-P only achieved 24.5% female representation in the DPR RI seats, falling short of the mandated 30% minimum quota for female legislative candidates stipulated by Law Number 7 of 2017. This gap highlights the discrepancy between political commitment and the actual realization of gender representation. This study aims to analyze the efforts and obstacles faced by PDI-P in fulfilling this quota. It uses a qualitative approach with a case study design. Data collection techniques include in-depth interviews, observation, literature review, and documentation. The data analysis technique follows Miles and Huberman’s interactive model, consisting of data reduction, data display, and conclusion drawing. The results show that PDI Perjuangan has made efforts through equality rhetoric, gender-responsive recruitment and training (equality promotion), and internal quota policies (equality guarantee). However, these measures have been inconsistently implemented and have not effectively increased the electability of female legislative candidates. Internal factors such as weak cadre development, non-strategic placement of female candidates, and limited funding pose major challenges. Meanwhile, external factors including entrenched patriarchal culture, gender-biased public perceptions, and high political costs further hinder women’s success in elections. These findings affirm that achieving the 30% quota requires more than formal regulations; it demands structural transformation within political parties.
