Abstract

Peningkatan jumlah pekerja migran perempuan dari Indonesia menunjukkan tren feminisasi migrasi yang memunculkan tantangan tersendiri dalam perlindungan hak-hak buruh migran. Perempuan yang bekerja sebagai pekerja rumah tangga di luar negeri kerap mengalami diskriminasi, eksploitasi, kekerasan berbasis gender, dan minimnya akses terhadap bantuan hukum. Penelitian ini bertujuan untuk mengkaji permasalahan utama dalam migrasi tenaga kerja perempuan serta mengevaluasi peran dan kontribusi International Labour Organization (ILO) dalam mendukung sistem perlindungan bagi pekerja migran perempuan, khususnya melalui program Safe and Fair: Realizing Women Migrant Workers’ Rights. Penelitian ini menggunakan pendekatan metode campuran (mixed methods) melalui studi dokumen, laporan program, dan analisis kebijakan, serta survei untuk menggali persepsi pekerja migran terhadap program Safe and Fair: Realizing Women Migrant Workers’ Rights. Hasil kajian menunjukkan bahwa inisiatif ILO melalui integrasi Layanan Terpadu Satu Atap (LTSA) dan Migrant Resource Centre (MRC) telah menjadi model percontohan perlindungan pekerja migran yang responsif gender, dimulai dari tingkat desa hingga nasional. Program ini mencakup konseling prakerja dan pascakerja, layanan psikososial, bantuan hukum, peningkatan kapasitas pemerintah daerah, pembentukan regulasi daerah, serta edukasi hak-hak pekerja migran perempuan. Hingga kini, ribuan pekerja migran dan keluarganya telah mengakses layanan tersebut. Program ini berdampak positif terhadap peningkatan pengetahuan hak dan akses perlindungan, dengan 56% responden mengetahui program ini dan merasa mendapat informasi yang jelas, serta 52% menilai peran pemerintah cukup aktif dalam penyampaiannya. Meskipun demikian, masih terdapat tantangan seperti keterbatasan akses informasi di tingkat akar rumput dan peningkatan kasus kekerasan terhadap pekerja migran perempuan. Oleh karena itu, diperlukan penguatan kerja sama multipihak, pengembangan sistem migrasi berbasis komunitas, dan penyusunan kebijakan yang berpihak pada perlindungan perempuan migran di seluruh siklus migrasi. Kata Kunci: Kata Kunci: Migrasi Perempuan, Pekerja Migran Indonesia, ILO, Perlindungan Tenaga Kerja, Program Safe and Fair / The increasing number of Indonesian female migrant workers reflects a trend of feminization of migration, which presents specific challenges in protecting the rights of migrant laborers. Women working as domestic workers abroad often face discrimination, exploitation, gender-based violence, and limited access to legal assistance. This study aims to examine the core issues in female labor migration and to evaluate the role and contribution of the International Labour Organization (ILO) in supporting protection systems for female migrant workers, particularly through the Safe and Fair: Realizing Women Migrant Workers’ Rights program.This research employs a mixed methods approach, combining document studies, program reports, and policy analysis with surveys to explore migrant workers’ perceptions of the Safe and Fair program. The findings reveal that ILO’s initiative through the integration of the One-Stop Service Center (LTSA) and Migrant Resource Centre (MRC) has become a gender-responsive model for migrant worker protection, implemented from the village to the national level. The program includes pre- and post-migration counseling, psychosocial services, legal aid, capacity building for local governments, the development of local regulations, and rights-based education for female migrant workers. To date, thousands of migrant workers and their families have accessed these services. The program has had a positive impact on increasing knowledge and access to protection, with 56% of respondents aware of the program and feeling well-informed, while 52% assessed the government’s role as active in its dissemination. However, challenges remain, such as limited access to information at the grassroots level and rising cases of violence against female migrant workers. Therefore, strengthened multi-stakeholder cooperation, community-based migration systems, and the formulation of policies that prioritize the protection of female migrants throughout the migration cycle are urgently needed.
