Abstract

Keputusan yang diambil oleh Finlandia untuk bergabung dengan NATO adalah hal yang mengejutkan bagi dunia internasional. Selama ini Finlandia merupakan negara yang selalu bersikap netral terhadap konflik – konflik internasional. Langkah yang diambil oleh Finlandia merupakan langkah yang cukup historis bagi negara ini karena sebelumnya mereka tidak pernah terlibat aliansi militer internasional. Finlandia mengusung kebijakan luar negeri netral sejak awal mereka merdeka pada tahun 1917 dari kekaisaran Rusia. Konflik Rusia dan Ukraina pada awal tahun 2022 menjadi pendorong utama bagi Finlandia untuk mengambil keputusan bergabung dengan NATO. Finlandia memutuskan bahwa mereka membutuhkan bantuan NATO untuk memperkuat dan menjamin keamanan negara mereka. Finlandia yang berbatasan langsung dengan Rusia memutuskan setelah mereka melihat bahwa Rusia bisa menyerang negara tetangga kapan saja membuat keputusan mereka bulat untuk bergabung dengan NATO. Keputusan yang diambil oleh Finlandia ini dianggap sebagai tindakan pencegahan agar tidak terjadi perang di negara mereka. Kerangka teoritik yang digunakan dalam penelitian ini terdiri dari konsep Collective Defense, Konsep Foreign Policy, dan teori Konstruktivisme Nicholas Onuf. Metode penelitian yang digunakan dalam penelitian ini adalah Metode Kualitatif, analisis data dilakukan secara Induktif, lalu teknik validasi data yang digunakan untuk penelitian adalah teknik Triangulasi. Penelitian ini mengungkap Alasan bergabungnya Finlandia ke dalam NATO. Temuan oleh penulis adalah sangat besarnya ancaman dari Rusia untuk Finlandia akan serangan yang mungkin muncul di masa depan dan keteguhan Finlandia menjunjung kedaulatan suatu negara. Proses interaksi sosial, kepentingan nasional, dan transformasi norma hingga persamaan norma antara Finlandia dan NATO berperan penting dalam proses bergabungnya Finlandia ke dalam keanggotaan NATO dalam jangka waktu yang cepat. So far, Finland has always been a country that has always been neutral towards international conflicts. The steps taken by Finland are quite historical for this country because they have never been involved in international military alliances before. Finland has carried out a neutral foreign policy since they first gained independence in 1917 from the Russian Empire. The conflict between Russia and Ukraine in early 2022 was the main driving force for Finland to decide to join NATO. Finland decided that they needed NATO's help to strengthen and guarantee the security of their country. Finland, which borders directly with Russia, decided after seeing that Russia could attack neighboring countries at any time, making their decision to join NATO. The decision taken by Finland was considered a precautionary measure so that war would not occur in their country. The theoretical framework used in this study consists of the concept of Collective Defense, the Concept of Foreign Policy, and Nicholas Onuf's Constructivism theory. The research method used in this study is the Qualitative Method, data analysis is carried out Inductively, then the data validation technique used for the study is the Triangulation technique. This study reveals the reasons for Finland joining NATO. The findings by the author are the very large threat from Russia to Finland for possible future attacks and Finland's determination to uphold the sovereignty of a country. The process of social interaction, national interests, and the transformation of norms to the equality of norms between Finland and NATO played an important role in the process of Finland joining NATO membership in a short period of time.
