Abstract

Penelitian ini menjelaskan tentang paradoks sistem intrusif dan implikasinya terhadap kebangkitan rezim Taliban di Afghanistan serta dampaknya terhadap stabilitas keamanan kawasan Asia Selatan. Untuk mengungkap dinamika tersebut, penelitian ini menggunakan teori sistem intrusif yang diperkuat dengan konsep kekosongan kekuasaan (power vacuum) dari Kenneth Waltz. Metode yang digunakan adalah kualitatif dengan pendekatan studi kasus, yang menganalisis peran aktor ekstra kawasan yaitu Amerika Serikat, Rusia, dan Cina, serta aktor regional yaitu India dan Pakistan. Riset ini menemukan bahwa intervensi eksternal yang awalnya bertujuan menciptakan stabilitas justru memperparah konflik dan memperpanjang ketidakstabilan di Afghanistan. Penarikan pasukan Amerika Serikat pada tahun 2021 menciptakan kekosongan kekuasaan yang dimanfaatkan oleh Taliban, sementara rivalitas regional, khususnya antara India dan Pakistan, menjadikan Afghanistan sebagai medan proxy konflik. Keterlibatan Rusia dan Cina yang lebih didorong oleh kepentingan ekonomi dan politik tanpa memberikan solusi stabilitas yang berarti juga memperumit situasi. Akibatnya, kondisi keamanan di Asia Selatan memburuk dengan meningkatnya ancaman terorisme lintas batas dan ketegangan antarnegara. Penelitian ini menegaskan bahwa intervensi eksternal dalam sistem subordinat Asia Selatan tidak menghasilkan stabilitas yang berkelanjutan, melainkan justru memperkuat kecenderungan konflik dan kekosongan kekuasaan. Hal ini menjadi tantangan utama bagi perdamaian dan keamanan kawasan. Temuan ini menekankan perlunya pendekatan kolaboratif dan berkelanjutan dari aktor regional dan internasional untuk mengelola dinamika kekuasaan dan mendorong stabilitas di Asia Selatan secara efektif./This thesis explains the paradox of intrusive systems and their implications for the resurgence of the Taliban regime in Afghanistan, as well as its impact on security stability in the South Asian region. To uncover these dynamics, it employs the theory of intrusive systems complemented by Kenneth Waltz’s concept of power vacuum. The research uses a qualitative method with a case study approach, analyzing the roles of extra-regional actors such as the United States, Russia, and China, alongside regional powers like India and Pakistan. The study finds that external interventions intended to stabilize Afghanistan have paradoxically intensified conflicts and prolonged instability. The withdrawal of U.S. forces in 2021 created a power vacuum exploited by the Taliban and other militant groups, while regional rivalries, especially between India and Pakistan, turned Afghanistan into a proxy battleground. Russia and China’s involvement, driven more by economic and political interests than by conflict resolution, further complicated the situation. Consequently, the security environment in South Asia has deteriorated, marked by increased cross-border terrorism and heightened interstate tensions. This research highlights that intrusive external interventions in South Asia’s subordinate system fail to establish lasting stability; instead, they reinforce conflict tendencies and power vacuums, posing significant challenges to regional peace and security. The findings underscore the urgent need for collaborative and sustainable strategies among regional and international actors to effectively manage power dynamics and promote stability in South Asia.
