Abstract
Deforestasi dan degradasi hutan di Kalimantan Tengah masih menjadi masalah serius yang mengancam keanekaragaman hayati dan berpengaruh terhadap perubahan iklim global Reducing Emissions from Deforestation and Forest Degradation (REDD+) merupakan suatu program kerjasama yang dilaksanakan oleh Indonesia-Norwegia untuk mengatasi akar penyebab deforestasi dan degradasi hutan, dengan tujuan mengurangi emisi gas rumah kaca, melindungi hutan, dan mendorong pembangunan berkelanjutan. Tujuan dari penelitian ini adalah untuk mengkaji implementasi REDD+ di Kalimantan Tengah melalui kerjasama Indonesia dan Norwegia dalam mengatasi deforestasi hutan dengan menggunakan pendekatan Green Theory dan konsep deforestasi sebagai acuan dalam melakukan kajian. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif analitis. Sumber data yang digunakan oleh peneliti adalah sumber data primer yang diperoleh melalui wawancara, sementara data sekunder dikumpulkan melalui buku, jurnal, laporan, dan informasi internet yang berkaitan dengan implementasi program REDD+ dan kerjasama bilateral Indonesia-Norwegia. Hasil penelitian ini menunjukkan bahwa implementasi REDD+ di Kalimantan Tengah dijalankan melalui struktur kolaboratif yang melibatkan BPDLH, Pemerintah Provinsi, dan Lembaga Perantara dengan berbagai program seperti, Pelatihan Penanggulangan Kebakaran Hutan dan Lahan Gambut, Program Green Village, Community Based REDD+, Training of Trainer (ToT) Guru, serta Pengembangan Ecotourism Berbasis REDD+. Dalam aspek pendanaan, implementasi REDD+ sempat mengalami kendala yang mengakibatkan pemutusan Letter of Intent (LoI), namun pendanaan kemudian dilanjutkan dengan kerangka kerja baru melalui Memorandum of Understanding (MoU) dan tetap dalam prinsip REDD+. Kata Kunci: REDD+; Kalimantan Tengah; Kerjasama Indonesia-Norwegia; Deforestasi; Degradasi Hutan / Deforestation and forest degradation in Central Kalimantan are still serious problems that threaten biodiversity and affect global climate change. Reducing Emissions from Deforestation and Forest Degradation (REDD+) is a cooperation program implemented by Indonesia-Norway to address the root causes of deforestation and forest degradation, with the aim of reducing greenhouse gas emissions, protecting forests, and encouraging sustainable development. The purpose of this study is to examine the implementation of REDD+ in Central Kalimantan through cooperation between Indonesia and Norway in addressing deforestation using the Green Theory approach and the concept of deforestation as a reference in conducting the study. This study uses a qualitative research method with a descriptive analytical approach. The data sources used by researchers are primary data sources obtained through interviews, while secondary data are collected through books, journals, reports, and internet information related to the implementation of the REDD+ program and bilateral cooperation between Indonesia and Norway The results of this study indicate that the implementation of REDD+ in Central Kalimantan is carried out through a collaborative structure involving BPDLH, the Provincial Government, and Intermediary Institutions with various Forest and Peatland Fire Management Training programs, Green Village Programs, Community Based REDD+, Teacher Training of Trainers (ToT), and REDD+-based Ecotourism Development. In terms of funding, the implementation of REDD+ experienced obstacles that resulted in the termination of the Letter of Intent (LoI), but funding was then continued with a new framework through a Memorandum of Understanding (MoU).Keywords: REDD+; Central Kalimantan; Indonesia-Norway Cooperation; Deforestation; Forest Degradation
