Abstract
Kata Kunci: Belt & Road Initiative, Cina, Kazakhstan, Konfusianisme, Tianxia / This thesis aims to reveal the production of meaning of Tianxia and Confucianism in shaping China's symbolic power strategy within the context of the Belt & Road Initiative (BRI). The primary focus of this study is how these two philosophies are employed as foundational ideas to construct a narrative of "peaceful development" that supports political and economic stability in Kazakhstan. To uncover this aspect, the thesis adapts Pierre Bourdieu’s theory of symbolic power to analyze how China utilizes habitus, capital, and field to shape perceptions, leading Kazakhstan to accept BRI projects, including digital infrastructure initiatives under the Digital Silk Road and the achievement of Sustainable Development Goals (SDGs) without overt resistance. The projection of the BRI is further reinforced through multilateral frameworks such as the Shanghai Cooperation Organization, the dissemination of Chinese culture, and the construction of positive media narratives. This is supported by the adoption of the genealogical approach proposed by Michel Foucault, tracing the origins and historical development of these two philosophies from the dynastic era to the China Communist Party. The research employs a qualitative method in the form of a case study. This thesis finds that the philosophy of Tianxia emphasizing peaceful global leadership, and Confucianism emphasizing harmony, play key roles in promoting win-win cooperation and delivering mutual benefits to both parties. These two philosophies function as symbolic legitimization tools that enhance China's interests and influence in Kazakhstan over the long term in an integrative manner. Keywords: Belt & Road Initiative, China, Confucianism, Kazakhstan, Tianxia
