Abstract
Meningkatnya persaingan dalam teknologi antariksa oleh Amerika Serikat dan Tiongkok telah berdampak besar pada dinamika keamanan global dan regional, termasuk implikasinya bagi Indonesia. Persaingan ini, yang ditandai dengan kemajuan dalam sistem anti-satellite (ASAT), teknologi komunikasi satelit, dan kemampuan penginderaan jarak jauh, memicu pentingnya suatu pemerintah mengembangkan kebijakan untuk menjaga kepentingan nasional mereka. Sebagai negara berkembang yang juga bergantung pada teknologi satelit untuk komunikasi, navigasi, dan keamanan, Indonesia menghadapi potensi masalah terhadap persaingan yang sedang terjadi. Penelitian ini mengkaji bagaimana strategi Indonesia untuk mengatasi persaingan teknologi antariksa termasuk pada bidang persenjataan antariksa dengan fokus pada periode 2013-2023. Penelitian ini menggunakan konsep ‘dilema keamanan’ untuk melihat dampak dari persaingan teknologi antariksa oleh Amerika Serikat dan Tiongkok kepada Indonesia, serta konsep ‘keamanan nasional’ untuk melihat strategi apa yang berpotensi dilakukan Indonesia terkait persaingan teknologi antariksa tersebut. Penelitian ini dilakukan dengan menerapkan teknik kualitatif, disandingkan dengan studi kasus dan didukung dengan data-data yang bersifat primer maupun sekunder. Temuan penelitian menunjukkan bahwa persaingan teknologi antariksa oleh kedua negara mencerminkan karakteristik ‘dilema keamanan’, yang berdampak pada stabilitas global dan negara-negara ketiga seperti Indonesia. Meskipun tidak secara langsung terlibat dalam persaingan antariksa, Indonesia tetap terdampak oleh ketimpangan teknologi dan potensi militerisasi antariksa. Dalam menghadapi kondisi tersebut, strategi Indonesia dicirikan oleh tiga pilar utama, yaitu penguatan kerangka kebijakan melalui Rencana Induk Antariksa Nasional; kerja sama internasional yang selektif dan pragmatis, bahkan termasuk dengan Amerika Serikat dan Tiongkok; dan pengembangan regulasi dan kelembagaan domestik untuk menjaga kedaulatan dan ‘keamanan nasional’ di sektor antariksa. Dengan demikian, Indonesia menunjukkan respons strategis yang adaptif terhadap persaingan teknologi antariksa global demi melindungi kepentingan nasional dan mendorong kemandirian teknologi./The intensifying rivalry between China and the United States in the realm of space technology has exerted considerable influence whether both on international and also regional security framework, including its implications for Indonesia. This competition, marked by advances in anti-satellite (ASAT) systems, satellite communication technology, and remote sensing capabilities, has triggered the importance of a government developing policies to safeguard their national interests. As a developing country that also relies on satellite technology for communication, navigation, and security, Indonesia faces potential problems with the ongoing competition. This research explores Indonesia's strategic response to technological competition in outer space, particularly in relation to space-based weaponry, during the years 2013 to 2023. To analyze the implications of space technology competition between the United States and China on Indonesia, this study employs the ‘security dilemma’ framework. Additionally, it utilizes the concept of ‘national security’ to explore possible strategies that Indonesia might adopt in response to this rivalry. Utilizing a case study as its approach, this research is conducted qualitatively and is based on data gathered from primary and secondary sources. The research findings show that competition in space technology by the two countries reflects the characteristics of a ‘security dilemma’, which has an impact on global stability and third countries such as Indonesia. Although not directly involved in space competition, Indonesia is still affected by the technological gap and the potential for militarization of space. In facing these conditions, Indonesia's strategy is characterized by three main pillars, namely strengthening the policy framework through the National Space Master Plan; selective and pragmatic international cooperation, such as with major powers like the United States and China; alongside strengthening domestic regulations and institutions to maintain national sovereignty and security in the space sector. Thus, Indonesia demonstrates an adaptive strategic response to global space technology competition aimed at safeguarding its national interests while promote technological independence.
