Abstract

Skripsi ini menjelaskan tentang operasi kekuasaan ASEAN yang memberikan efek kepatuhan bagi setiap negara anggotanya. ASEAN sebagai rezim internasional memiliki komponen prinsip dan norma yang disepakati dan menghasilkan aturan dan perilaku negara anggota melalui serangkaian kebijakan untuk mencapai tujuan dari prinsip dan norma yang ditetapkan. Prinsip integrasi ekonomi membentuk pola interaksi ekonomi regional yang berfokus pada efisiensi dan keterhubungan, di samping relasi kekuasaan yang turut membentuk pengetahuan dan kepatuhan yang ideal. Melalui elaborasi metode genealogi Foucault dan kajian teoritis governmentality, penulis berusaha untuk menggali asal-usul, kemunculan, dan metamorfosis prinsip integrasi ekonomi serta menguraikan bagaimana mekanisme kekuasaan ASEAN membentuk kepatuhan yang dampaknya memengaruhi pertumbuhan ekonomi Indonesia dan Laos. Hasil penelitian menunjukkan bahwa kekuasaan ASEAN hadir dan beroperasi melalui serangkaian kebijakan, birokrasi dan mekanisme yang homogen. Kekuasaan yang beroperasi memberikan dampak keuntungan yang lebih besar bagi negara dengan kapasitas ekonomi tinggi seperti Indonesia, dibandingkan negara kecil seperti Laos. Indonesia sebagai negara besar lebih mampu menunjukkan hasil implementasi diskursus integrasi ekonomi ASEAN karena kapasitas dan infrastruktur yang lebih besar dibandingkan Laos, sehingga keterbatasan Laos dalam mengadopsi serangkaian mekanisme ini menunjukkan dampak operasi sensor panoptikon yang mendiskriminasi. Diskursus integrasi ekonomi sebagai landasan perkembangan dan kesetaraan ekonomi ASEAN pada akhirnya menjadi keresahan yang mempertegas hierarki kekuasaan regional membatasi ruang gerak negara kecil, dan memunculkan tantangan baru dalam mencapai tujuan bersama ASEAN. Kata kunci: Integrasi ekonomi, Kesenjangan, Kepatuhan, Indonesia, Laos. / This thesis explains the operation of ASEAN power that gives the effect of obedience to each member country. ASEAN as an international regime has components of agreed principles and norms and produces rules and behavior of member countries through a series of policies to achieve the objectives of the principles and norms set. The principle of economic integration forms a pattern of regional economic interaction that focuses on efficiency and connectivity, in addition to power relations that also form ideal knowledge and obedience. Through the elaboration of Foucault's genealogy method and theoretical study of governmentality, the author attempts to explore the origins, emergence, and metamorphosis of the principle of economic integration and to describe how the mechanism of ASEAN power forms obedience that has an impact on the economic growth of Indonesia and Laos. The results of the study show that ASEAN power is present and operates through a series of homogeneous policies, bureaucracies and mechanisms. The power that operates has a greater impact on countries with high economic capacity such as Indonesia, compared to small countries like Laos. Indonesia as a large country is more able to show the results of the implementation of the ASEAN economic integration discourse because of its greater capacity and infrastructure than Laos, so that Laos' limitations in adopting this series of mechanisms show the impact of discriminatory panopticon censorship operations. The discourse on economic integration as the basis for ASEAN's economic development and equality has ultimately become a concern that emphasizes the regional power hierarchy, limits the room for small countries to move, and raises new challenges in achieving ASEAN's common goals.
