Abstract
ABSTRAK Dalam era digital dan globalisasi saat ini, perusahaan pembiayaan dihadapkan pada tantangan kompleks terkait risiko kredit dan operasional yang semakin berkembang. Adapun fokus permasalan dalam penelitian ini yaitu Pengelolaan Risiko Proses Akusisi kredit Ritel di PT. Leasback Finance melalui Risk and Control Self Assessment (RCSA) untuk memitigasi pemburukan kualitas kredit atau Non Performance Financing kedepan. Adapun Tujuan penelitian ini adalah : 1. Mengetahui proses akuisisi kredit di PT. Leasback Finance, 2. Mendapat level risiko (assessment) pada proses akuisisi di PT. Leasback Finance, 3. Mendapatkan bentuk mitigasi proses akuisisi kredit kedepan di PT. Leasback Finance dengan menggunakan 2 pendekatan diantarnya yaitu : Risk and Control Self Assessment (RCSA) dan Diagram Ishikawa (Fishbone) yang berfokus kepada Risiko Kredit dan Risiko Operasional. Penyebab Non Perfomance Financing PT. Leasback Fiance diantaranya 1. Kegagalan mengalisa Karakter, rekam jejak atau riwayat kredit calon konsumen. 2. Kegagalan memvalidasi bukti kapasitas (Slip Gaji & Mutasi Rekening). 3. Kegagalan mengalisa modal atau kepemilikan asset calon konsumen. 4. Ketidakweran pejabat kredit terhadap tempat tinggal, Usaha/pekerjaan konsumen. 5. Kegagalan taksasi Unit. 6. Kesalahan Proses KYC. 7. Lemahnya Internal Kontrol. 8. Kebijakan Tumpang Tindih. 9. Rendahhnya integritas. 10. Kurangnya Supervisi atasan. 11. Tekanan kerja/ dikejar target. 12. Kecurangan input data secara manual saat gangguan jaringan. Untuk memitigasi hal serupa terjadi dimasa yang akan datang dilakukan beberapa tindakan : 1. Merevisi Kebijakan Persetujuan Kredit Dan Ketentuan Proses Akuisisi Konsumen Kredit Ritel Dengan Cara Sale And Leaseback. 2. Melakukan Penerapan Manajemen Risiko Operasional Melalui Sistem Loss Event Database (LED). 3. Merevisi Kebijakan Tentang pelaksanaan proses Internal Kontrol dan Tahapan Pelaksanaannya. 4. Meningkatkan Supervisi kepada Credit Analyst dan Melakukan Training setiap 3 bulan untuk meningkatkan pengetahuan dan kesadaran terkait proses akusisi konsumen kredit ritel. 5. Melakukan review KPI Credit Analyst (CA) Dan Credit Officer (CO) untuk Pemberian Reward dan Punishment jika masih melanggar SOP. 6. Menyediakan Logbook google Spreatsheet untuk mengelola incoming data agar tidak terjadi pengajuan dengan data sama dalam satu Area. 7. Menyadiakan Layanan IT cepat tanggap jika terjadi kegagalan sistem di cabang sehingga meminimalisir jumlah aplikasi yang diproses secara manual./ ABSTRACT In the digital era and globalization today, finance companies are faced with complex challenges related to growing credit and operational risks. The focus of the problem in this study is the Risk Management of the Retail Credit Acquisition Process at PT Leasback Finance through Risk and Control Self Assessment (RCSA) to mitigate the deterioration of credit quality or Non Performance Financing in the future. The objectives of this research are: 1. Knowing the credit acquisition process at PT Leasback Finance, 2. Getting the risk level (assessment) in the acquisition process at PT Leasback Finance, 3. Getting the form of mitigation for the future credit acquisition process at PT Leasback Finance by using 2 approaches including: Risk and Control Self Assessment (RCSA) and Ishikawa Diagram (Fishbone) which focuses on Credit Risk and Operational Risk. The causes of Non-Performance Financing of PT Leasback Fiance include: 1. Failure to analyze the character, track record or credit history of prospective customers. 2. Failure to validate proof of capacity (Salary Slip & Account Mutation). 3. Failure to analyze the capital or asset ownership of prospective customers. 4. Unwillingness of credit officers to the place of residence, business / work of consumers. 5. Unit valuation failure. 6. KYC Process Error. 7. Weak Internal Control. 8. Overlapping policies. 9. Lack of integrity. 10. Lack of supervision from superiors. 11. Work pressure / target pursuit. 12. Manual data input fraud during network disruptions. To mitigate similar things happening in the future, several actions were taken: 1. Revise the Credit Approval Policy and Terms of the Retail Credit Consumer Acquisition Process by Sale And Leaseback. 2. Implementing Operational Risk Management through the Loss Event Database (LED) system. 3. Revise the policy on the implementation of the Internal Control process and its implementation stages. 4. Improve Supervision to Credit Analysts and Conduct Training every 3 months to increase knowledge and awareness related to the retail credit consumer acquisition process. 5. Conduct KPI review for Credit Analyst (CA) and Credit Officer (CO) to give Reward and Punishment if they still violate the SOP. 6. Provide a google Spreatsheet Logbook to manage incoming data so that there are no submissions with the same data in one area. 7. Providing IT Services to respond quickly in the event of a system failure at the branch so as to minimize the number of applications processed manually.
