Abstract

Penelitian tentang manajemen risiko suatu proyek di salah satu perusahaan terkemuka di industri konstruksi. Menangani 12 proyek pembangunan jalan tol, total panjang 843 KM, 195 (23%) sudah beroperasi dan 648 KM (77) masih dalam konstruksi. Penelitian ini bertujuan mendapatkan gambaran tahapan proses bisnis proyek Pembangunan jalan tol, mengindentifikasi, menganalisis, mengevaluasi, dan memitigasi risiko proses bisnis konstruksi PT. XYZ. Data risiko dan pengukuran risiko didapat dengan metode focus group discussion. Penelitian pendekatan berdasarkan kerangka kerja PMBOK (Project Management Body Of Knowledge) dan ISO 31000. Hasil penelitian menunjukan bahwa proyek Pembangunan jalan tol memiliki 7 tahapan proses bisnis design konstruksi, lelang, konstruksi, penyerahan proyek jalan tol, operasi jalan tol, divestasi, dan investasi. Risiko yang teridentifikasi ada 14 risiko diseluruh tahapan proses bisnis. Terdapat 2 peristiwa risiko besar yaitu Jatuhnya Girder dari Pirhead dan Rendahnya Pencapaian Pendapatan Perusahaan memiliki residual risk tinggi. Tindakan mitigasi tambahan yaitu dilakukan evaluasi menyeluruh mulai produksi sampai pemasangan (erection), dilakukan pengujian bearing pad, meningkatkan koordinasi dengan team, memberikan asuransi kecelakaan, melakukan analisis ulang terhadap tarif tol, menambahkan fasilitas penunjang seperti rest area, SPBU dan layanan lainnya yang menarik pengguna dan memastikan kualitas konstruksi dan pemeliharaan jalan tol agar tetap optimal, dianggap belum efektif menurunkan target risiko kelevel rendah, perlu tindakan mitigasi lanjutan yaitu meningkatkan koordinasi dan komunikasi antar tim, studi banding metode dan prosedur dengan standar industri terbaik, memastikan konstruksi dan pemeliharaan jalan tol selalu optimal dan menindaklanjuti umpan balik dari penguna jalan tol untuk perbaikan. / Research on risk management of a project in a leading company in the construction industry. Managing 12 toll road construction projects, with a total length of 843 KM, 195 KM (23%) already operational and 648 KM (77%) still under construction. This research aims to provide an overview of the business process stages of toll road construction projects, identify, analyze, evaluate, and mitigate the business process risks in construction by PT. XYZ. Risk data and risk measurements were obtained using the focus group discussion method. The research approach is based on the PMBOK (Project Management Body of Knowledge) framework and ISO 31000. The research results show that toll road construction projects have seven business process stages: design, tender, construction, project handover, toll road operation, divestment, and investment. Fourteen risks were identified across all business process stages. There are two major risk events: the collapse of the girder from the pierhead and the company's low revenue achievement, both of which have high residual risks. Additional mitigation actions include a comprehensive evaluation from production to erection, testing of bearing pads, enhancing team coordination, providing accident insurance, re-analyzing toll rates, adding supporting facilities such as rest areas, gas stations, and other services to attract users, and ensuring the optimal quality of toll road construction and maintenance. These actions are considered not yet effective in reducing the risk target to a low level, so further mitigation actions are needed, including improving coordination and communication among teams, benchmarking methods and procedures with the best industry standards, ensuring toll road construction and maintenance are always optimal, and following up on feedback from toll road users for improvement.
