Abstract

Partisipasi aktif masyarakat dalam pengelolaan Badan Usaha Milik Desa (BUMDES) merupakan pilar utama untuk memastikan keberlanjutan dan keberhasilan program pembangunan di tingkat lokal. BUMDES berfungsi sebagai instrumen dalam menggerakkan ekonomi desa. Hasil penelitian ini adalah masyarakat dilibatkan secara aktif dalam pengambilan keputusan melalui perwakilan dalam pertemuan atau musdes. Sehingga, tidak semua masyarakat berpartisipasi secara langsung. Tetapi dalam hal ini tidak ada batasan yang diberikan oleh pemerintah desa karena masyarakat diberikan kebebasan dalam menyampaikan aspirasi atau pendapatnya. Sedangkan dalam pelaksanaannya, keterlibatan masyarakat sudah cukup baik dan aktif. Namun, secara materi masyarakat belum berpartisipasi penuh. Dalam tahap pengelolaannya, partisipasi masyarakat sudah cukup baik. Pelaksanaan dan berjalannya BUMDES Desa Padangan juga memberikan dampak positif kepada masyarakat karena merasa terbantu dengan pelayanan jasa yang diberikan. Namun, manfaat dari segi materi belum sepenuhnya dirasakan karena BUMDES Desa Padangan belum memiliki keuntungan yang lebih untuk mendorong kemajuan Desa Padangan. Selain itu, masyarakat juga turut berpartisipasi dalam evaluasi pengelolaan BUMDES. Meskipun Desa Padangan telah menunjukkan kemajuan dalam partisipasi masyarakat sejak tahun 2017-2023, beberapa kendala masih perlu diatasi. Sosialisasi dan edukasi tentang BUMDES masih kurang, menyebabkan banyak masyarakat belum memahami konsep BUMDES sepenuhnya. Selain itu, hambatan seperti kurangnya modal pengelolaan dan tambahan modal dari masyarakat mengakibatkan BUMDES tidak dapat menjalankan programnya secara optimal. Untuk mengatasi permasalahan ini, perlu adanya peningkatan sosialisasi, edukasi dan kerjasama dengan pihak luar untuk pengembangan BUMDES lebih lanjut. Penelitian ini menggunakan metode kualitatif yang bersifat deskriptif untuk mengeksplorasi berbagai aspek partisipasi masyarakat dalam pengelolaan BUMDES di Desa Padangan. Data analisis melalui teknik wawancara, dokumentasi, dan observasi langsung ke lapangan. Kata Kunci: Partisipasi Masyarakat, Badan Usaha Milik Desa, Pemerintah Desa. / Active community participation in the management of Village-Owned Enterprises (BUMDES) is the main pillar to ensure the sustainability and success of development programs at the local level. BUMDES functions as an instrument in driving the village economy. The results of this research are that the community is actively involved in decision making through representatives at meetings or village meetings. So, not all people participate directly. However, in this case there are no restrictions imposed by the village government because the community is given the freedom to express their aspirations or opinions. Meanwhile, in its implementation, community involvement has been quite good and active. However, materially the community has not fully participated. In the management stage, community participation is quite good. The implementation and running of the Padangan Village BUMDES also has a positive impact on the community because they feel helped by the services provided. However, the benefits in terms of material have not been fully felt because BUMDES Padangan Village does not yet have more advantages to encourage the progress of Padangan Village. Apart from that, the community also participates in evaluating BUMDES management. Even though Padangan Village has shown progress in community participation from 2017-2023, several obstacles still need to be overcome. Socialization and education about BUMDES is still lacking, causing many people to not fully understand the concept of BUMDES. Apart from that, obstacles such as a lack of management capital and additional capital from the community mean that BUMDES cannot carry out its programs optimally. To overcome this problem, there is a need to increase socialization, education and collaboration with external parties for further development of BUMDES. This research uses descriptive qualitative methods to explore various aspects of community participation in BUMDES management in Padangan Village.
