Abstract

Moon Jae-in, presiden terpilih Korea Selatan periode 2017-2022, melayangkan kritik terhadap Japan-South Korea ‘Comfort Women’ Agreement yang disahkan pada masa kepemimpinan Park Geun-hye. Kesepakatan itu disebut mengabaikan pendapat korban dan masyarakat. Oleh karena itu, Moon mengungkapkan rencana untuk menyelesaikan isu Comfort Women dengan memberikan rekonsiliasi yang memadai bagi para korban. Penelitian ini bertujuan untuk menganalisis implikasi rekonsiliasi Comfort Women Korea Selatan di era Moon Jae-in terhadap hubungan bilateral Korea Selatan-Jepang. Konsep comfort women, konsep rekonsiliasi, dan teori analisis kebijakan luar negeri (AKLN) adalah teori yang menjadi landasan penelitian ini. Dengan metode kualitatif, data penelitian ini diperoleh dari buku, jurnal, dokumen pemerintah dan non-pemerintah serta website resmi di internet. Melalui penelitian ini, peneliti menemukan bahwa rekonsiliasi Comfort Women Korea Selatan di era Moon Jae-in berimplikasi negatif pada hubungan bilateral Korea Selatan-Jepang. Sebagai pemimpin tertinggi dan pembuat kebijakan dalam isu Comfort Women Korea Selatan, Moon mengambil langkah koersif terhadap Jepang. Pasalnya, tidak ada kesepakatan yang mampu memenuhi kebutuhan para korban hingga akhir masa jabatan Moon. Hal itu ditandai dengan perang dagang, sentimen anti-Jepang, dan melemahnya General Security of Military Information Agreement (GSOMIA). Dengan demikian, dapat disimpulkan bahwa telah terjadi rekonsiliasi dangkal dalam isu Comfort Women Korea Selatan di era Moon Jae-in dengan terpenuhinya tiga dari empat indikator. / Moon Jae-in, South Korea's elected president for the 2017-2022 period, criticized the Japan-South Korea 'Comfort Women' Agreement ratified during Park Geun-hye's administration. The agreement is said to ignore the opinions of victims and the society. Therefore, Moon revealed plans to resolve the Comfort Women issue by providing adequate reconciliation for the victims. This research analyzes the implications of South Korea's Comfort Women reconciliation in the Moon Jae-in era on bilateral relations between South Korea and Japan. The comfort women concept, the reconciliation concept, and the foreign policy analysis (FPA) are the theories that form the basis of this research. By qualitative methods, this research collects the data from books, journals, government or non-government documents, and official websites on the internet. Through this research, the researcher found that the reconciliation of South Korean Comfort Women in the Moon Jae-in era had negatively impacted the bilateral relations between South Korea and Japan. As the highest leader and policy maker on the South Korean Comfort Women issue, Moon took coercive steps against Japan. The reason is that no agreement can meet the needs of the victims until the end of Moon's time. Trade wars, anti-Japanese sentiment, and the weakening of the General Security of Military Information Agreement (GSOMIA) were the implications of it. Therefore, the South Korean Comfort Women issue in the Moon Jae-in era faced a shallow reconciliation, as it meets three of the four indicators.
