Abstract

Pelecehan seksual secara verbal atau catcalling masih menjadi masalah sosial yang marak terjadi. Catcalling berpotensi memberikan dampak psikologis dan traumatis pada korban, seperti rasa tidak nyaman, malu, dan trauma. Oleh karena itu, diperlukan upaya perlindungan bagi korban catcalling. Penelitian ini bertujuan untuk menganalisis peran kepolisian dalam menerima laporan/aduan korban kasus pelecehan seksual secara verbal (catcalling),serta menangani kasus pelecehan seksual secara verbal (catcalling). Penelitian ini menggunakan metode kualitatif dengan pendekatan yuridis-empiris. Pengumpulan data dilakukan melalui studi kepustakaan dan wawancara dengan informan di Polres Metro Jakarta Timur. Teori yang penulis pakai yaitu teori efektivitas hukum dan teori keadilan. Data dianalisis secara deskriptif untuk menjelaskan perlindungan korban catcalling.Hasil penelitian menunjukkan bahwa upaya perlindungan korban catcalling di Polres Metro Jakarta Timur sudah dijalankan tetapi masih belum efektif. Tidak adanya aturan hukum khusus tentang catcalling menyulitkan penegakan hukum terhadap pelaku. Pada akhirnya meski demikian, upaya pencegahan dilakukan melalui upaya preventif yang dilakukan kepolisian contohnya melakukan penyuluhan kepada masyarakat dengan begitu masyarakat lebih memahami pentingnya perlindungan korban juga dan kepolisian juga memberikan pendampingan psikologis bagi korban. / Verbal sexual harassment or catcalling is still a prevalent social problem. Catcalling has the potential to have psychological and traumatic impacts on victims, such as discomfort, embarrassment, and trauma. Therefore, protection efforts are needed for catcalling victims. This study aims to analyze the role of the police in receiving reports/complaints of victims of verbal sexual harassment cases (catcalling), as well as handling cases of verbal sexual harassment (catcalling). This research uses a qualitative method with a juridical-empirical approach. Data collection was conducted through literature study and interviews with informants at the East Jakarta Metro Police. The results showed that the efforts to protect victims of catcalling at the East Jakarta Metro Police have been carried out but are still not effective. The absence of specific legal rules on catcalling makes it difficult to enforce the law against the perpetrators. In the end though, prevention efforts are carried out through preventive efforts by the police, for example conducting counseling to the community so that people understand the importance of victim protection as well and the police also provide psychological assistance for victims.
