Abstract

Belt and Road initiative bertujuan memulihkan jalur keuangan darat dan laut di dunia sehingga menjadi satu jalur pelayaran yang akan meningkatkan jaringan antara Tiongkok dan negara-negara di Asia, Afrika, dan Eropa melalui peningkatan fondasi, spekulasi, dan pembangunan. Hal ini memberikan peluang bagi Tiongkok untuk menggunakan instrumen panduan yang asing. Peningkatan panduan asing dari Tiongkok melalui rencana kredit asing untuk membantu Sri Lanka dalam membangun kemajuan fondasi. Kemajuan Tiongkok yang belum pernah terjadi sebelumnya akan lebih sering bergantung pada Sri Lanka. Eksplorasi ini diharapkan dapat menentukan tipe pemerintahan baru dalam strategi Belt and Street Drive Tiongkok terhadap Sri Lanka melalui pengembangan Pelabuhan Hambantota. Pengujian ini menggunakan hipotesis Kebijaksanaan Buku Kewajiban dan hipotesis Neo-Kolonialisme serta menggunakan teknik penyelidikan yang berbeda. Melalui pembangunan Pelabuhan Hambantota, penelitian ini mengungkapkan bahwa Sri Lanka memiliki kendali atas jalur maritim, jalur energi, ketergantungan finansial, pemanfaatan akumulasi utang, dan sektor ekonomi strategis. Kata Kunci : Belt and Road Initiativ, Debt Book Diplomacy, Neo-Imperialisme, Sri Lanka, Tiongkok. / The Belt and Road Initiative aims to revive land and sea economic routes in the world so that they become a trade route that will increase connectivity between China and countries in Asia, Africa, and Europe through infrastructure development, investment and construction. This provides an opportunity for China to be present by using foreign aid instruments. The development of foreign aid from China through foreign loans aims to support Sri Lanka in building infrastructure development. China's foreign loans every year tend to depend on Sri Lanka. This study aims to determine the form of neo-imperialism in China's Belt and Road Initiative policy towards Sri Lanka through the construction of the Hambantota Port. This study uses the theory of Debt Book Diplomacy and Neo-Imperialism theory and uses descriptive analytical methods. The results of this study indicate that there is control over maritime routes, control over energy routes, creation of financial dependence, utilization of debt accumulation and control of strategic economic sectors from Sri Lanka through the construction of the Hambantota Port.
