Abstract

Afghanistan dikenal dengan berbagai konflik menyeluruhi sejarah negara tersebut, dengan perang saudara, konflik dengan kelompok beresnjata taliban dan perangnya dengan Amerika Serikat. Alhasil, konflik-konflik tersebut telah meningkatkan salah satu tradisi tertua di Afghanistan yang juga seringkali diberi konotasi tabu dikarenakan adanya aspek homoseksualitas serta pedofilia yang bernama bacha bazi. Dimana dalam tradisi ini hanya dapat ditemukan kasus yang tak terhitung dimana anak laki-laki berusia 8-13 menjadi korban kekerasan seksual oleh bacha baz. Anak-anak tersebut kemudian dilatih untuk menari secara sensual serta memakai tata rias menyerupai seorang wanita dalam pesta-pesta privat yang biasanya dihadiri oleh petinggi masyarakat Afghanistan. Penelitian ini bertujuan untuk menjelaskan fenomena bacha bazi yang terjadi di Afghanistan dan melihat segala bentuk kerjasama PBB dan AIHRC dalam upaya untuk menangani eksploitasi seksual anak laki-laki dalam praktik tradisi ini. Penelitian ini menggunakan konsep Keamanan Manusia yang dikembangkan, Hak Asasi Manusia: Eksploitasi Anak, dan Teori Kolaborasi Organisasi Internasional dengan aktor non-negara yang berbasis metode penelitian kualitatif yang didukung dengan jenis data sekunder yang bersumber dalam bentuk artikel berita, jurnal, buku, makalah akademis, hingga situs internet. Penelitian ini menggunakan tipe penelitian secara kualitatif deskriptif. Hasil dari penelitian ini menemukan bahwa ditemukan adanya bentuk kerjasama antara PBB dan AIHRC dalam upaya menghentikan adanya eksploitasi seksual dalam praktik tradisi bacha bazi, seperti mengadakan tindak tutur, dan lainnya. Meskipun itu, kerjasama antara PBB dengan IHRC terbutki kurang efektif dalam penanganan masalah eksploitasi seksual anak laki-laki di Afghanistan. Dimana beberapa faktor yang menghambat tingkat kesuksesan dari kerjasama antar organisasi tersebut adalah, kemiskinan, diskriminasi antar gender, kurang efektivitas hukum, serta tingkat korupsi yang sangat tinggi. Kata Kunci: Bacha Bazi, Eksploitasi Seksual, PBB, AIHRC. / Afghanistan is known for various conflicts spanning the country's history, with civil wars, conflicts with the Taliban armed groups and wars with the United States. As a result, these conflicts have developed one of the oldest traditions in Afghanistan which is also often given a taboo connotation due to aspects of homosexuality and pedophilia called bacha bazi. Where in this tradition one can only find countless cases where boys aged 8-13 years become victims of sexual violence by bacha baz. The children then hide to dance sensually and wear make-up to resemble a woman at private parties usually witnessed by high-ranking Afghan society. This study aims to explain the bacha bazi phenomenon that occurred in Afghanistan and look at all forms of UN and AIHRC cooperation in efforts to deal with male sexual exploitation in this traditional practice. This study uses the developed concept of Human Security, Human Rights: Child Exploitation, and the Theory of Collaboration of International Organizations with non-state actors based on qualitative research methods supported by secondary data types sourced in the form of news articles, journals, books, academic papers , to internet sites. This research uses a qualitative descriptive research type. The results of this study found that there was a form of cooperation between the UN and AIHRC in an effort to stop sexual exploitation in the practice of the bacha bazi tradition, such as holding speech acts, and others. However, the cooperation between the UN and IHRC is less effective in dealing with the problem of sexual exploitation of boys in Afghanistan. Where several factors hinder the level of success of inter-organizational cooperation, namely poverty, hardship between the sexes, ineffective law, and a very high level of corruption.
