Abstract

Program pemberian bantuan sosial pemerintah kepada masyarakat merujuk pada data terpadu kesejahteraan sosial yang di tetapkan oleh Kementerian Sosial. Namun pelaksanaan verifikasi dan validasi data tersebut dilaksanakan oleh pemerintah daeran melalui dinas sosial dengan aplikasi SIKS NG dimana dilaksanakan secara berjenjang dan berkesinambungan. Dalam pelaksanaan bantuan sosial masih terdapat persoalan, masih ditemukan orang mampu menerima bansos sedangkan orang miskin dan tidak mampu tidak terdaftar bahkan tidak mendapat bansos. Permasalahan verifikasi dan validasi data didaerah antara lain SDM dan daya tanggap pelaksana data yang kurang responsif, persoalan akurasi data dan pemutakhiran data seperti nama dan NIK tidak padan dukcapil karena tidak diperbaharui, transparansi data, operator tidak efektif melakukan perbaikan data, jaringan internet yang tidak memadai, pergantian operator, pemekaran wilayah baru, tidak adanya anggaran dan kurangnya tatakelola aplikasi dengan baik. Risiko operasional menjadi salah satu risiko yang terjadi mencakup faktor SDM/orang, proses internal, sistim (teknologi), faktor eksternal dan strategi. Tujuan penelititan mengidentifikasi risiko KTD dari verivali DTKS terhadap bansos, mengukur risiko dan mitigasi risikonya. Metode penelitian dengan survei melalui wawancara terstruktur dengan kuesioner. Teknik pengumpulan data observasi partisipatif, survey dan wawancara, serta studi dokumen. Waktu penelitian bulan Februari-Mei 2023 di Dinas Sosial Kabupaten Rote Ndao. Sampel diambil tanpa acak dengan pertimbangan/purposive sampling sebanyak 83 responden. Teknik analisis dengan fishbone, bowtie analisis, dan heat map. Hasil penelitian diperoleh sebanyak 14 risiko KTD dengan bobot risiko dari score 5,54 sampai 14,68. Dilakukan mitigasi dengan penerapan GRC dimana dengan prinsip TARIF GCG dapat menurunkan risiko menjadi score 1 sampai 9. Dengan manajemen risiko dapat didentifikasi, dianalisis, dikelola dan diminimalkan. Dengan compliance dapat dilakukan penerapan wistleblower systim yang efektif dan bertanggungjawab. Proses verifikasi dan validasi data yang baik sangat mendukung peningkatan jumlah penerima bansos dan yang tepat sasaran, transparan dan akuntabel. / The government's social assistance program for the community refers to integrated data on social welfare by the Ministry of Social Affairs. However, the implementation of data verification and validation is carried out by regional governments through social services with the SIKS NG application which is carried out in stages and continuously. In the implementation of social assistance there are still problems, it is still found that people are able to receive social assistance, while the poor and unable are not registered and do not even receive social assistance. Problems with verification and validation of data in the regions include unresponsive human resources and responsiveness of data implementers, issues of data accuracy and updating of data such as names and ID number is not equivalent to population and civil registry because they are not updated, data transparency, operators are not effective in repairing data, inadequate internet network, operator changes, expansion of new areas, lack of budget and lack of good application governance. Operational risk is one of the risks that occurs which includes human resources/people factors, internal processes, systems or technology, external factors and strategy. The aim of the research is to identify the risk of adverse events from integrated data on social welfare of verification to social assistance, measure the risk and mitigate the risk. The research method is a survey through structured interviews with a questionnaire. Participatory observation data collection techniques, surveys and interviews, as well as document studies. The research time is February-May 2023 at the Social Service of Rote Ndao District. Samples were taken without random consideration or purposive sampling of 83 respondents. Analysis technique with fishbone diagram, bowtie analysis, and heat map. The results showed that there were 14 risks of adverse events with risk weights ranging from 5.54 to 14.68. Mitigation carried out by implementing the GRC where with the TARIF principle of GCG can reduce risk to score 1 to 9. With risk management can be identified, analyzed, managed and minimized. With compliance, an effective and responsible whistleblower system can be implemented. Good process verification and validation greatly supports the increase number of social assistance recipients and that are right on target, transparent and accountable
