Abstract

Konflik perbatasan adalah masalah yang sangat penting dalam hubungan internasional, terutama dengan negara-negara tetangga. Dari beberapa peristiwa sejarah yang terjadi, banyak negara telah terlibat dalam konflik dan bahkan konflik ini dapat menyebabkan perang terbuka. Ini bisa dimengerti karena wilayah perbatasan adalah kedaulatan negara yang menunjukkan eksistensi atau martabat negara dalam hubungan internasional. Ini dialami oleh Timor Leste dalam konflik perbatasannya dengan Australia yang telah berlangsung lama sebelum kemerdekaannya. Konflik perbatasan ini semakin meningkat dengan kehadiran sumber daya alam minyak dan gas di Laut Timor yang berada di perbatasan Timor Timur dan Australia. Kedaulatan dan kepentingan ekonomi, terutama di wilayah Greater Sunrise pun menjadi pemicu konflik dan kurangnya kejelasan batas laut melalui garis median membuat motivasi Timor Leste untuk melakukan diplomasi dalam mewujudkan garis tengah sehingga kilang minyak Greater Sunrise dapat menjadi bagian dari wilayah lautnya. Penelitian ini akan menggunakan teori kepentingan nasional dan konsep diplomasi serta konsep delimitasi karena akan membahas kepentingan nasional Timor Leste dan bagaimana Timor Leste melakukan diplomasi. Metodologi yang juga digunakan oleh penulis adalah kualitatif dengan jenis analisis deskriptif untuk menggambarkan semua data dalam narasi dan juga akan dianalisis oleh penulis. Kata Kunci : Greater Sunrise, Diplomasi, The Median Line, Konflik Perbatasan Laut, Timor Gap. Border conflict is a very important issue in international relations, especially with neighboring countries. Of the several historical events that took place, many countries have been involved in conflicting conflicts and even these conflicts can lead to open war. This is understandable because the border region is a state sovereignty that shows the existence or dignity of the state in international relations. This was experienced by Timor Leste in its border conflict with Australia which had lasted long before its independence. This border conflict is intensifying with the presence of oil and gas natural resources in the Timor Sea which is the border of East Timor and Australia. Sovereignty and economic interests, especially in the Greater Sunrise area, became a trigger for conflict and the lack of clarity of the sea boundaries through the median line made East Timor's motivation to diplomacy in realizing the median line so that greater sunrise could become part of its territory. This research will use the theory of national interest and the concept of diplomacy, delimitation concept because it will discuss the national interests of Timor Leste and how Timor Leste conducts diplomacy. The methodology that is also used by the author is qualitative with the type of descriptive analysis to describe all the data and describe it in a narrative that is also analyzed by the author.
