Abstract

Keberadaan PLBN yang modern dan terpadu telah memudahkan fungsi kepabeanan di perbatasan serta telah mendorong kepatuhan para pelintas terhadap peraturan yang berlaku, sehingga jumlah pelanggaran semakin berkurang. Namun demikian, sarana dan prasarana belum mendapatkan perhatian yang cukup, misalnya akses jalan menuju PLBN yang tidak layak, sistem informasi yang tidak mutakhir, hingga ketersediaan listrik yang terbatas dari dalam negeri hingga harus diperoleh dari wilayah Malaysia. Lebih lanjut, sumber daya manusia di PLBN juga belum memadai. Selain hal tersebut, keberadaan PLBN bertujuan meningkatkan kesejahteraan masyarakat di kawa- san perbatasan, namun saat ini hasilnya belum terlihat. Selain itu, kawasan perbatasan bukan han- ya area PLBN tetapi mencakup desa lokasi PLBN, oleh karena itu pembangunan PLBN hendaknya mempertimbangkan pembangunan desa secara menyeluruh, sehingga tujuan PLBN untuk me- nyejahterakan masyarakat di kawasan perbatasan dapat terwujud. / The existence of a modern and integrated ‘cross border post’ (PLBN) has simplified the customs function, therefore encouraging the compliance of border crossers to the applicable regulations, so that the number of violations is decreasing. However, facilities and infrastructure have not received enough attention, such as inadequate road access to PLBN, information systems that are not up-to -date, also the source of electricity obtained domestically is not enough hence needs more supply from Malaysia. Furthermore, human resources in PLBN is also not sufficient. In addition, the existence of PLBN aims to improve the welfare of people living in border areas, however, the results are yet to be seen. In addition, the border area is not only the PLBN area but it also includes the villages where the PLBN is located, therefore the development of the PLBN should consider village development as a whole so that the PLBN goal for the welfare of the people living in the border area can be realized.
