Abstract

This paper is reviewing the application of synchronization Law No. 20 of 2011 on Flats (Rusun) associated with the certainty of consumer legal protection. The research methods used are normative juridical and empirical juridical. Based on the study the author found the inconsistency of the rules in Article 28 of the Bill Law, Article 35 paragraph (4) of the Building Law, and Article 12 paragraph (1) of the Decree of the Governor of DKI Jakarta Number 76 of 2000 with the provisions of Article 5 of the Decree of the Governor of DKI Jakarta Number 76 of 2000. This causes a variety of problems that are detrimental to consumers and banks. It should be a good legislation that is legislation that is not vertically and horizontally opposed, so that the alignment of the conception of the draft legislation. Vertical Synchronization in terms of lex superiori delogat legi inferiori principle, which means higher legislation overrides lower legislation. So that in the preparation of the legislator must ensure that the content material stipulated in the legislation is not contrary to the above laws and regulations.
